PPL Corporation on Wednesday (12/28) restarted the two coal-fired generating units at its Martins Creek power plant north of Easton, Pa.

The plant's ash basin has been repaired and modified to prevent recurrence of the leak that led to the temporary shutdown. The Pennsylvania Department of Environmental Protection has reviewed and approved the changes, along with the plant's revised Emergency Response Plan.

"With the modifications that we have made -- including four separate barriers to keep ash and water inside -- this kind of leak cannot happen again," said Dennis Murphy, PPL vice president of Eastern Fossil and Hydro Generation.

"These coal-fired generators now can be used in conjunction with our other units at this site, fueled by oil and natural gas, to help meet the heavy electricity demand this winter," Murphy said.

Cleanup of the ash from the Delaware River continues, using divers and vacuum hoses. Water testing continues to show that the spill did not affect the safety of drinking water supplies. A biological assessment of the river has shown no short-term effects from the spill.

The failure of one of the wooden "stoplogs" in the basin's discharge structure led to the Aug. 23 leak. The wooden stoplogs have been replaced with steel-reinforced concrete, and three other barriers -- a reinforced steel wall and two new shutoff valves -- have been added to prevent recurrence.
